Open Question: If conservatism works, why do Red States steal tax money from Blue states?

Empty rural states are VASTLY over represented in the Senate. Wyoming, North Dakota, Montana have half a million people. They have two million senators. California has 36 million people and two senators. Wyoming has 72 times as much representation in the Senate as California does per person. Populated Blue states get the massive prison rape from overrepresented Red Flyover states. Red States typically steal more than their fair share of Tax Dollars. Doesn't this prove conservatism does not work, if they have to parasite on California and New York? California for example, only gets .85 cents of each dollar it deserves in federal tax money.
